You may download the latest version of HTC Sync Manager from the link. This seems to work for others but not those with the message as listed above. Having googled this message most answers seem to be to remove all HTC files, download HTC Sync Manager, at the point where it fails download HTC Sync, then continue downloading HTC Sync manager.
